Addressing the effects of climate change on agricultural production or incentivizing producers to adapt lower-impact systems are issues that must be addressed through government policy, primarily due to their costs, said Roberto Carlos Ríos, a consultant at the Inter-American Institute for Cooperation on Agriculture (IICA).
