While a plan to revive French heat pump production was launched in April 2024 as part of Emmanuel Macron's "reindustrialization" of France, heat pump sales have fallen by half over the past three years. Rising electricity costs, competition from gas boilers, and more recently, uncertainty surrounding aid for individuals for energy renovations: there are multiple explanatory factors in a context of crisis in housing construction and renovation.
Last year, French production of heat pumps barely reached 170 000 units, against 200 000 in 2023. In the 21 French factories that manufacture them, after investments sometimes reaching several tens of millions of euros, we currently reach a production capacity of around 500 000 heat pumps per year. For Uniclima, the professional union of the sector, 2025 " risks being another difficult year ".
