Incentives for SMEs: the PNRR call for tenders worth 178 million for photovoltaic, mini-wind and storage systems will start on 8 July

Starting from 12:00 on Tuesday 8 July 2025 , small and medium-sized Italian businesses will be able to apply for non-repayable grants of up to 50% for investments in photovoltaic systems, mini-wind turbines and energy storage systems . The new Invitalia call , financed under the National Recovery and Resilience Plan (PNRR) , makes 178.6 million euros available to support self-production of energy from renewable sources .

The program reserves a significant portion of resources for the most fragile territories and small-sized businesses:

  • 40% of the funds are destined for the Southern Regions : Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.
  • A further 40% is reserved for micro and small businesses .

The initiative is part of Measure 7 – Investment 16 of the PNRR , with the aim of accelerating the ecological transition of SMEs , reducing dependence on fossil fuels and increasing the competitiveness of companies through the use of clean energy for self-consumption .

Investments are eligible in:

  • photovoltaic or mini wind systems for the production of electricity;
  • accumulation/storage systems for deferred self-consumption;
  • energy diagnoses aimed at efficiency interventions.

Projects must involve expenditure between 30,000 and 1,000,000 euros .

The non-repayable grants will be granted through a ranking evaluation procedure. The percentages vary based on the type of business and intervention:

  • 40% of investment for micro and small businesses
  • 30% of investment for medium-sized enterprises
  • 30% additional for the integration of storage systems
  • 50% for energy diagnosis

All SMEs operating in the national territory can apply, with the exception of companies operating in the following sectors:

  • coal mining and processing,
  • primary production of agricultural products,
  • fishing and aquaculture.

It is also necessary to ensure compliance with the DNSH (Do No Significant Harm) principle , according to EU Regulation No. 852/2020.

Applications must be submitted exclusively in digital format via the Invitalia online platform, available in the section dedicated to the measure on the official website ( invitalia.it ).

The time window for submitting applications is from 8 July 2025 at 12:00 until 30 September 2025 at 12:00 .

The directorial decree of 30 June 2025 establishes the operating procedures, the eligibility criteria and the documentation to be attached to the application. The official forms will be available:

  • on the Invitalia website, in the section dedicated to the measure;
  • on the website of the Ministry of Business and Made in Italy (MIMIT) .
