Consulting firm sought for Chisinau district heating modernisation

Termoelectrica, Moldova’s state-owned thermal energy provider in Chisinau, has launched a one-stage international tender to select a consulting company that will provide professional support for the modernisation of the capital’s district heating system.
The planned works include:
- transitioning 1,665 apartment buildings to horizontal heat distribution,
- installing 2,510 Individual Heating Substations (IHS),
- implementing 57 pilot projects for thermal insulation of selected buildings
- and rehabilitating key heating pipelines and related infrastructure.
The total budget is 326 million euros, of which 143.5 million euros are provided by the European Bank for Reconstruction and Development (EBRD). The remaining funds are covered by the European Investment Bank, the European Union and the Eastern Europe Energy Efficiency and Environment Partnership (E5P).
The procurement process is conducted via the EBRD’s electronic platform (ECEPP) and follows its official procedures. Only registered participants who formally express their interest through the platform will gain access to the detailed documentation, clarifications, and addenda and can submit their bids electronically.
