OPG and OSGE sign LoI to deploy SMRs across Poland

Ontario Power Generation (OPG) has signed a letter of intent (LoI) with Orlen Synthos Green Energy (OSGE) to support the deployment and operation of small modular nuclear reactors (SMRs) in Poland.
Under the LoI, which builds on the initial agreement signed in June 2023, OPG will provide pre-deployment, operational, maintenance and additional services to OSGE to support the SMR deployment.
Poland intends to construct up to 24 GE Hitachi Vernova (GVH) BWRX-300 nuclear reactors, utilising the same technology that OPG is implementing at its Darlington new nuclear project (DNNP) site, located east of Toronto, Canada.
These reactors will be distributed across six locations throughout the country.
The LoI signifies a long-term partnership between Ontario and Poland to collaboratively deploy SMRs.
OPG could offer pre-operation services such as site-specific assessments, project management, licensing strategies and advisory support as Poland develops its clean energy generation to meet demand and attain energy independence.
OPG president and CEO Nicolle Butcher stated: “With many decades safely operating nuclear power generation, and our leadership on SMRs, jurisdictions are looking to OPG and Ontario as they advance new nuclear power as a solution for their energy security needs.
“We are honoured by the potential opportunity to help Poland build a nuclear fleet, while also growing our domestic nuclear supply chains and economies.”
OPG has commenced construction of the G7’s first commercial grid-scale SMR at its DNNP site.
The first of four planned BWRX-300 reactors is expected to be completed by 2030, with grid connection anticipated by 2030. This reactor will generate 300MW of electricity to power 300,000 homes.
The remaining three units are set for completion in the mid-2030s, subject to regulatory approvals.
In 2022, OPG collaborated with Synthos Green Energy and ORLEN to form a joint venture, OSGE, aimed at deploying BWRX-300 SMRs in Poland.
In 2024, OPG’s subsidiary, Laurentis Energy Partners, signed a $40m contract with OSGE to conduct a preliminary safety analysis report for the SMRs.
OPG, Orlen Synthos Green Energy, and other partners, including GE Vernova Hitachi and the Tennessee Valley Authority, are also involved in a technical collaboration focused on developing the BWRX-300 design and key reactor components.
OSGE CEO Rafał Kasprów stated: “Benefiting from Canadians’ expertise allows us to feel confident in building the first SMR reactor in Poland.
“We recognise OPG’s experience in the nuclear industry as well as its determination and advancement in deploying the first BWRX-300. Today, we are embarking on new opportunities to bring clean, stable energy for our citizens and Polish industry.”
In June 2025, GVH revealed plans to invest $50m in the establishment of an advanced engineering and service centre for the BWRX-300 SMR in Ontario.
The centre will be in the Durham region, close to the DNNP site, contingent upon the further development and construction of three additional units at that location.
