In order to increase energy savings in buildings and build environmentally friendly structures in Türkiye, the “National Calculation Method for Energy Performance in Buildings” has been radically renewed. The new methodology prepared by the Ministry of Environment, Urbanization and Climate Change entered into force as of June 30, 2025. In this context, updated energy performance criteria will be taken as basis in the license applications of all new buildings.

The new calculation system aims to increase energy efficiency in buildings by at least 40%. In this way, Türkiye's energy imports will be reduced, greenhouse gas emissions will be reduced and significant progress will be made in the fight against climate change.

9-FOLD INCREASE IN METEOROLOGICAL DATA, MORE PRECISE CALCULATIONS

With the new system, the number of meteorological data points taken into account in building energy performance has been increased from 84 to 730. This will enable much more precise and region-specific analyses to be made for different climate zones across the country. Renewable energy sources such as wind will now be directly integrated into energy identity document (EKB) calculations.

HEAT INSULATION STANDARDS HAVE BEEN UPDATED

The thermal insulation thicknesses included in the TS 825 standard have also been increased with the new regulation. Even in temperate regions like Istanbul, the insulation thickness has been increased from 5-6 centimeters to 8-9 centimeters. Thus, buildings will be able to meet not only the heating needs in winter but also the cooling needs in summer more efficiently.

BUILDING DESIGNS COMPATIBLE WITH EUROPEAN UNION STANDARDS

All new buildings will be designed to comply with the European Union's energy efficiency standards. In this way, it is aimed to save approximately 3,000 GWh of energy per year and prevent 610,000 tons of carbon dioxide emissions. This transformation will bring both environmental sustainability and a decrease in energy costs.

A CONTRIBUTION OF 1.5 BILLION DOLLARS TO THE ECONOMY IS ESTIMATED

İZODER President Emrullah Eruslu stated that the changes made will not only reduce energy consumption but also directly contribute to the country's economy. If construction continues at the current pace, it is anticipated that approximately 1.5 billion dollars in savings will be achieved in the next five years.

While the use of products such as high-performance insulation materials, double glazing and triple glazing is expected to increase, consumers are expected to experience a significant decrease in their energy costs.

NET ZERO ENERGY BUILDINGS ARE MORE ACCESSIBLE

Onur Ünlü, President of the Energy Efficiency and Management Association (EYODER), stated that the new regulation requires buildings to be designed by taking into account both heating and cooling requirements. He emphasized that this development will play an accelerating role in Türkiye's achievement of net zero energy building targets.

Buildings will now be made more efficient with both mechanical systems and passive measures. In addition to thermal insulation, high-performance structures with building envelope, glass systems and renewable energy integration will become widespread.

STRATEGIC CONTRIBUTION TO SUSTAINABILITY GOALS

Mustafa Ekiz, President of the Real Estate and Construction Platform, also stated that the regulation is of great importance in terms of sustainable urbanism. He said that with the new methodology, energy classifications will become more realistic, and thus environmentally friendly approaches will be adopted in all processes from design to implementation.

With this transformation that prioritizes energy efficiency in buildings, both individual consumers and the national economy will benefit, while the pressure on the environment will be significantly reduced.
