MaPrimeRénov', solar panels... The latest decrees from the Bayrou government were published this Tuesday

A decree and an order set out the new terms and conditions for granting MaPrimeRénov' subsidies for comprehensive renovations, as announced by the Minister for Housing, Valérie Létard, in July, during the scheme's summer break, imposed in response to an excessive number of grant applications. This aid is refocused on homes that consume the most energy (classified E, F, or G in the energy performance diagnosis), and the scales are modified to reduce government expenditure per application.

The main new feature, which surprised professionals last week when it was announced, concerns the exclusion of wall insulation and the installation of biomass boilers (wood and pellets) from the list of work eligible for "MaPrimeRénov' par geste", which subsidizes renovation work carried out in isolation (unlike comprehensive renovations which combine several works).

Given the tight budget, the government has decided to exclude these two types of work but continues to help households that opt ​​for a wood- or pellet-burning stove, a less expensive system than a boiler, or that wish to insulate their roof, because the benefits for summer comfort are greater, the Ministry of Housing emphasizes. The aid per gesture is extended under these terms until the end of 2026, unless a new government decides otherwise.

For the French Building Federation (FFB), these changes constitute a "severe cut" to an energy policy "sacrificed on the altar of Bercy," according to a press release. Manuel Domergue, director of studies at the Foundation for Housing the Disadvantaged, judged on LinkedIn that the government is "saving money on those in energy poverty" and organizing "the self-sabotage of energy renovation" by restricting access to this public aid.
