The Government Legislation Centre has published a draft regulation of the Minister of Climate and Environment on the detailed scope of the report on monitoring the implementation of adaptation measures to climate change and the monitoring measures and indicators included in urban adaptation plans.
Reports on monitoring the implementation of climate change adaptation measuresThe draft regulation specifies:
- detailed scope of the report on monitoring the implementation of adaptation measures to climate change;
- measures to monitor the effectiveness of achieving the specific objectives of the urban adaptation plan;
- indicators for monitoring the effectiveness of implementing adaptation measures to climate change.
As the document assumes, the mayor or president of a city with a population of 20,000 or more prepares reports on monitoring the implementation of adaptation measures to climate change every two years from the date of adoption of the municipal adaptation plan, and submits them to the Institute of Environmental Protection - National Research Institute.
The reports are to contain basic information, which includes the reporting period, the date of report acceptance, the name of the city and voivodeship, the city's REGON identification number and the address of the city hall.
The scope of the report will also include the date of adoption of the municipal adaptation plan and the date of adoption of the updated municipal adaptation plan. The report will then include information on the goals contained in the municipal adaptation plan and the metrics assigned to them.
The report will also include information on the implemented adaptation measures to climate change contained in urban adaptation plans and the indicators assigned to them.
Information about difficulties in implementing the action and about corrective actions takenEach action will be accompanied by information on the entities and bodies responsible for implementing it and good practices regarding cooperation and involvement of entities and bodies in implementing the action, as well as the planned period of implementation of the action and the achieved effects of its implementation.
The document assumes that each action will be assigned to one or more categories, and the progress of its implementation will be indicated. It is acceptable that a given action, due to its cross-cutting nature, will be assigned to several of the categories specified in the regulation.
15 categories were identified: administration and organization, construction, education, energy, water and sewage management, forestry, flood protection, retention, biodiversity, transport, tourism, crisis management, health, greenery and others.
The mayor or city president will also submit information on any difficulties encountered in implementing the measure or the reasons for non-implementation, and on any corrective actions taken. An important part of the information in the section concerning the implemented adaptation measures will be the costs : the planned total cost of implementation, the costs incurred for the activities carried out during the reporting period, and since the beginning of the implementation of the measure: costs incurred from the city's own budget, external funding obtained and its sources.
- we read in the justification.
Moreover, in order to standardize the data monitored and provided by cities, the draft regulation indicates mandatory measures for monitoring the effectiveness of achieving the specific objectives of the urban adaptation plan and indicators for monitoring the effectiveness of implementing adaptation measures , which cities will have to include in their urban adaptation plans.
