ANTT proposes new framework to modernize railways in Brazil

Standard seeks to simplify rules, attract investment and strengthen legal security in the sector

The National Land Transportation Agency (ANTT) officially opened, this Thursday (24), the public debate on the proposal to revise the Railway Sector Regulatory Framework, focusing on the General Rules for Railway Concessions – the so-called Standard 1A. The proposal is part of a regulatory restructuring project that should result in the publication of six new standards and the definitive consolidation of the sector.

The main objective was to hear from society, experts, operators and public agents about the draft resolution that establishes the basis for concessions and authorizations in the railway sector.

The review is necessary, above all, to align ANTT's regulatory framework with Law No. 14,273/2021, the so-called Railway Law, which modernized the sector by introducing the railway authorization model and paving the way for greater competitiveness.

The proposal has already undergone technical analysis and internal consultation with ANTT departments. Now, social participation is key to validating and refining the regulation, which introduces a series of provisions aimed at legal certainty, standardizing contracts, and reducing regulatory costs.

The proposal is available for consultation on the ParticipANTT System , where any citizen can submit written contributions until August 10th at 6:00 p.m. All technical documents, including the draft resolution, are also available on the platform.

After the Participatory Meeting, a new round of technical analysis will be carried out, followed by the Public Hearing, which concludes the participation cycle before the final publication of the standard.
