According to the Tax Code, if wholesale fuel prices in Russia rise too much and, on average, deviate monthly from the established indicative prices (RUB 60,450/t for gasoline, RUB 57,200/t for diesel fuel in 2025) by more than 10% for gasoline and 20% for diesel fuel, then the damper is not paid for that month.
In September, the average exchange price of AI-92 was 72,302 rubles per ton, which is significantly higher than the current cutoff of 10%.
Throughout the year, oil companies requested an increase in the cutoff. Finally, in October, Russian President Vladimir Putin signed a decree increasing the cutoff to 20%, allowing for the introduction of a moratorium on resetting the damper. The increase in the cutoff is scheduled to take effect in October 2025 and last for seven months. Therefore, the moratorium will not apply to September payments. It will first apply to October payments, which will be announced in early December.
However, additional charges on gasoline for September will be implemented following a legislative amendment raising the cutoff point after which the damper resets to zero by 10 percentage points. The corresponding bill was introduced in the State Duma and has already passed its first reading. Deputies will consider it in the second reading on November 18.
If deputies support the initiative, the changes will be implemented starting in September, and the new cutoff price for gasoline will be 72,540 rubles per ton, slightly higher than the average exchange price of AI-92 in September; for diesel fuel, it will be 74,360 rubles per ton.
