The Kuzbass budget will lose 32 billion rubles in taxes by the end of 2025 due to declining coal production, falling prices, and insufficient capacity at the Eastern Polygon.
According to Kemerovo Region Governor Ilya Seredyuk, between January and August, the budget already lost 12 billion rubles from the coal industry, which it had been counting on for the implementation of social and other programs.
In 2024, the region's budget was executed with a deficit of 70.6 billion rubles. Due to a decrease in income tax revenue, the shortfall was 58 billion rubles.
"We're simply forced to reconsider the implementation of some projects because we missed out on nearly 60 billion rubles in 2024. And by the end of the first eight months of 2025, we're missing out on another 12 billion rubles. The tax inspectorate estimates we won't receive 32 billion rubles by the end of the year. And we're already forced to include this forecast in the regional budget," said Ilya Seredyuk.
Kuzbass coal production fell by 6.9% from January to August 2025, with a 5% decline expected by the end of the year, the regional governor noted. However, the decline has been contained, and will be five times lower than the negative forecast of 25%.
Profits at Kuzbass organizations decreased by 1.5 times, and at mining companies by 4.8 times. Over 110,000 people are employed in the coal industry in Kuzbass. More than 150 coal companies operate in the region, producing over 50% of all Russian coal. Eighteen of these have already suspended operations.
