9 geothermal and mineral water fields are being put out to tender in Ankara

Energy Diary - The Ankara Governorship's Investment Monitoring and Coordination Department is putting nine geothermal springs and natural mineral water fields located in various districts of the capital out to tender. The fields, with a total estimated value of millions of lira, are located in the Beypazarı, Ayaş, Çubuk, and Çamlıdere districts. The tenders will be held on July 24 and 25, 2025, through an open bidding process, and will offer significant opportunities for investors.
According to an announcement by the Ankara Governorship's Investment Monitoring and Coordination Department, geothermal resource and natural mineral water exploration and operation sites within the province will be put out to tender in accordance with Law No. 5686 on Geothermal Resources and Natural Mineral Waters. Tenders will be held separately using the Open Bidding Procedure, in accordance with Article 45 of State Procurement Law No. 2886.
FIELDS TO BE TENDERED AND THEIR DETAILS
Details of the 9 fields to be tendered are as follows:
- Beypazarı: 3163.78 hectares of natural mineral water exploration area. The estimated price is 300,000 TL, with a provisional guarantee of 9,000 TL. The tender will be held on July 24, 2025, at 10:00 AM.
- Beypazarı, Kuyucak Neighborhood: 3777.23 hectares of natural mineral water exploration area. The estimated price is 300,000 TL, and the provisional guarantee is 9,000 TL. The tender will be held on July 24, 2025, at 11:00.
- Beypazarı, Center: 1674.29 hectare geothermal resource exploration area. The estimated price is 300,000 TL, and the provisional guarantee is 9,000 TL. The tender will be held on July 24, 2025, at 14:00.
- Ayaş, Pınaryaka Neighborhood: 4942.54 hectare geothermal resource exploration area. The estimated price is 1,800,000 TL, and the preliminary guarantee is 54,000 TL. The tender will be held on July 24, 2025, at 15:00.
- Çubuk, Özlüce Neighborhood: 4999.99 hectares of geothermal resource exploitation area. The estimated price is 600,000 TL, and the preliminary guarantee is 18,000 TL. The tender will be held on July 24, 2025, at 16:00.
- Ayaş, Akkaya Neighborhood: 3252.68 hectares of natural geothermal resource exploitation area. The estimated price is 600,000 TL, and the preliminary guarantee is 18,000 TL. The tender will be held on July 25, 2025, at 10:00.
- Çamlıdere, Tatlak Neighborhood: 3799.37 hectares of geothermal resource exploitation area. The estimated price is 600,000 TL, and the preliminary guarantee is 18,000 TL. The tender will be held on July 25, 2025, at 11:00.
- Beypazarı, Kızılcasöğüt Neighborhood: 1650.00 hectare geothermal resource exploitation area. The estimated price is 400,000 TL, and the preliminary guarantee is 12,000 TL. The tender will be held on July 25, 2025, at 14:00.
- Ayaş, Ilıca Neighborhood: 4996.44 hectare geothermal resource exploitation area. The estimated price is 600,000 TL, and the preliminary guarantee is 18,000 TL. The tender will be held on July 25, 2025, at 15:00.
TENDER SPECIFICATIONS AND PARTICIPATION INFORMATION
Investors wishing to participate in the tender can obtain the specifications for 1,500.00 TL from the Ankara Governorship's Office, Investment Monitoring and Coordination Department, Natural Resources, Licensing and Cultural Heritage Directorate, or inspect them free of charge at the same location. The specifications fee must be deposited into account number TR56 0001 0006 8369 3827 0750 05 at the Ankara Ulus Branch of Ziraat Bank.
Tenders will be held at the Ankara Governorship Investment Monitoring and Coordination Directorate's tender room located at Varlık Mahallesi Tanzimat Caddesi No: 67 Yenimahalle/ANKARA. Bids will be submitted to the tender committee at the same address.
DOCUMENTS REQUIRED FOR PARTICIPATION IN THE TENDER
The documents that bidders must prepare to participate in the tender are as follows:
- Natural Persons: Address declaration, a photocopy of the identity card containing the Turkish ID number and a signature declaration approved by a notary public.
- Legal Entities: Chamber registration certificate obtained in 2025, notarized signature circular, tax certificate, Trade Registry Gazette stating the relevant matter in the company's field of activity and, if it is a joint venture, notarized joint venture declaration.
- Common Documents: Receipt or bank guarantee letter showing that the temporary guarantee has been deposited, receipt showing that the specification has been purchased, power of attorney and signature declaration if there is participation by proxy, and document showing that there is no tax debt.
Applications after the specified date and time and postal delays will not be accepted.
