The MTP focuses on strengthening the domestic and renewable-focused strategy.

With its new Medium-Term Program (MTP) covering the 2026-2028 period, Türkiye envisions highlighting "local and renewable" energy resources, implementing low-carbon production models, and strengthening the circular economy.
One of the primary objectives of the Medium-Term Program (MTP) is to reduce dependence on imported energy. To this end, electricity generation from renewable sources, particularly solar and wind, will be increased. In particular, the potential of offshore wind energy will be utilized and energy storage capacity will be strengthened, facilitating the integration of clean energy into the grid. Modernizing electricity transmission and distribution infrastructure and establishing new power lines with neighboring countries are also important steps in this process.
The green transformation isn't limited to energy. As part of the program, the Turkish Emissions Trading System (TR ETS) will be launched, and low-carbon roadmaps will be developed to align with the European Union's Border Carbon Adjustment Mechanism. Türkiye's own green taxonomy will also be finalized, creating a common framework for sustainable investments.
The goal is to maintain export competitiveness through environmental impact monitoring and transparent reporting systems. Energy efficiency, climate-friendly technologies, and eco-design will be supported in industry. The National Circular Economy Action Plan will increase recycling rates, and zero-waste practices and a deposit system will be expanded.
The Medium-Term Program (MTP) will also incentivize R&D investments in green hydrogen technologies. This will help Türkiye become a technology provider in this field in the future. Furthermore, the National Green Certificate System for green buildings will be expanded, and the legal infrastructure for reclaiming waste heat for the economy will be established.
In transportation, the Net Zero Emission Strategy and Action Plan will be completed; high-capacity charging stations will be planned, accelerating the transformation of the logistics sector. Green certification practices will be expanded through sustainability projects in tourism. Local governments' climate action plans will be supported by new financing models.
