Call from GÜNDER on Solar Panel Standards

Category: ENERGY AGENDA , SOLAR ENERGY - Date: September 10, 2025
Turkish Solar Energy Association-GÜNDER conveyed its opinions and requests regarding the amendment to the “Communiqué on Turkish Standards for Products Put into Compulsory Application” published in the Official Gazette dated September 5, 2025, to the authorities of the Ministry of Industry and Technology of the Republic of Turkey and the Turkish Standards Institute (TSE).According to the statement made by the GÜNDER Board of Directors, the above standards, which include safety and performance criteria for solar panels, are implemented by accredited organizations worldwide and are currently used by panel manufacturers operating in our country. In this context:
– The republishing of the standards in question with the "TS" phrase alone does not create a new standard in itself; therefore, it is practically impossible for manufacturers to undergo retesting processes in a short period of three months,
– The most appropriate solution is to issue certificates received from internationally accredited organizations in a way that can be approved by the Turkish Standards Institute (TSE),
– Due to technological advancements, certificates for solar panels are updated every 4-5 months; in this context, the sector will have to renew at least 40-60 documents per year, and this is impossible with the current infrastructure.
– It was particularly emphasized that TSE should issue a Certificate of Conformity (CPC) based on internationally valid documents in order for domestic manufacturers to continue their activities without interruption.
GÜNDER emphasized the importance of establishing a realistic transition process in dialogue with the sector in order for the regulation in question to become applicable.
