The Minister of Ports and Airports, Silvio Costa Filho, stated that the government will present suggestions for Bill 733/2025 by August 15. The bill contains suggestions to modernize the Ports Law (Law 12.815/2013), created in 2013.
"I advocate moving forward with modernizing the Law (12.815/2013). Since then, there have been strategic advances, but we need to include topics such as the environmental agenda, decarbonization, and good port governance," the minister noted.
He spoke about the subject during his participation in a breakfast promoted, this Wednesday (6), by the Mixed Parliamentary Front of Logistics and Infrastructure (FRENLOGI), which brought together members of the Special Committee of the Chamber of Deputies that analyzes the PL . Costa Filho also highlighted the investments of the sector made in the current administration and the need to include topics focused on sustainability and decarbonization in the new law.
The event in Brasília, Federal District, was technically supported by the Instituto Brasil Logística (IBL) and was also attended by members of parliament, industry leaders, IBL advisors, and representatives of port entities. Fabricio Julião, CEO of Grupo Brasil Export, also participated in the meeting.
Senator Wellington Fagundes (PL-MT), who chairs the parliamentary group, emphasized the integration between the Chamber of Deputies and the Senate in the debate on the new law. "Today we are discussing port modernization, which already has a special committee operating in the Chamber of Deputies. But, as a senator, we are already working together, because this bill will later come to the Senate," he stated.

More than 500 amendments to the PL
Fagundes also highlighted the dialogue FRENLOGI has been conducting between society, government, and parliament, and emphasized that new meetings like today's are expected to take place in the coming days. "This breakfast will be scheduled to take place every Wednesday to continue this debate and the development of the project. Today we spoke with the president, the rapporteur, representatives, and the minister. There are already many amendments, over 500, and that number could double. So it will be an intense task, especially for the rapporteur," the senator emphasized, highlighting the importance of public hearings to further develop the proposal.
FRENLOGI and IBL reiterated the willingness of representatives from both entities to work on the project's development. "FRENLOGI is available to the special committee for all necessary support. This includes the technical resources of IBL and its members, who will be able to provide reliable information to legislators. All of this is aimed at the best possible decision, favoring cargo flow and reducing logistics costs in Brazil," stated IBL president Jesualdo Silva.
