5 million watt solar power plant in Kayseri Kocasinan

Energy Diary - A solar power plant will be built on municipal property in the Kocasinan district of Kayseri. The tender, conducted by the Kocasinan Municipality Public Works Directorate, will be held through an open tender procedure in accordance with Article 19 of Public Procurement Law No. 4734.

The tender will be held on November 6, 2025, at 10:00 am at the Kocasinan Municipality Tender Hall. Bids for the tender with Tender Registration Number 2025/1701293 will only be received electronically via EKAP.

TECHNICAL SPECIFICATIONS AND CAPACITY

The solar power plant, to be built on parcel 11 of island 6192 in the Cırgalan neighborhood, will have a total installed power capacity of 6,211.8 kWp and a production capacity of 5,000 kWe. Site delivery and construction will begin within 10 days of the contract signing. Construction of the project, scheduled for completion within 300 calendar days of site delivery, will be carried out under a unit price contract.

PARTICIPATION CONDITIONS AND QUALIFICATION CRITERIA

Bidders participating in the tender must submit proof of work experience related to the subject matter of the tender or similar work within the last fifteen years, representing no less than 50% of the bid price. Similar work will be considered for work in groups DI, DII, and DIII, as specified in the Communiqué on Similar Work Groups in Construction Works, published in the Official Gazette dated June 11, 2011, and numbered 27961.

The tender is open to all domestic and foreign bidders. Consortiums are not permitted to submit bids. Bidders must provide a provisional guarantee of their own choosing, not less than 3 percent of the bid price.

TENDER PROCESS AND LIMIT VALUE

The most economically advantageous bid will be determined solely on the basis of price. The threshold value coefficient applied to the tender is 1.00. Bids submitted below the threshold value will be rejected without explanation.

The validity period for submitted bids is 90 calendar days from the tender date. There will be no electronic auctions for this tender. Bidders are required to log in to their EKAP account and download the tender documents.
