TEİAŞ will build a 154 kilovolt transformer center in Güllük, Muğla.

Energy Diary - The Turkish Electricity Transmission Company (TEC) is holding a tender for the construction of a 154-kilovolt transformer center in the Güllük region of Muğla province. The tender for the project, referenced at ITM point 538, will be held on November 6, 2025, at 10:30 a.m., through an open tender procedure in accordance with Article 19 of Public Procurement Law No. 4734.

TENDER CONDITIONS AND DATES

For the project, whose Tender Registration Number is 2025 divided by 1,681,745, bids will be received only electronically through EKAP. Companies wishing to participate in the tender are required to log in to their EKAP account and download the tender documents. The bid opening will take place in the meeting room on the 15th floor of the Commerce Department, located on Türkocağı Street in the Nasuh Akar neighborhood of the TEİAŞ General Directorate.

The project period, set at 480 calendar days from site handover, will commence within 10 days of the contract signing date. Submitted bids are valid for 120 calendar days from the tender date.

ECONOMIC AND TECHNICAL CONDITIONS

Bidders will provide a temporary guarantee of their own choosing, not less than 3 percent of the bid price. Following the tender, a unit price contract will be signed with the successful bidder. There will be no electronic auctions in this tender.

The most economically advantageous bid will be determined by considering both price and non-price factors. The evaluation will be conducted in two parts: price scoring and quality and technical qualification scoring.

QUALIFICATION CRITERIA

In terms of financial adequacy, the bidder is required to have a current ratio of at least 0.75 in the year-end balance sheet for the year before the tender, an equity ratio of at least 0.15, and a ratio of short-term bank debts to equity of less than 0.50.

In the business volume criteria, the bidder's turnover must not be less than 25 percent of the bid price, and the construction works turnover must not be less than 15 percent of the bid price.

SIMILAR BUSINESS AND CONSORTIUM CONDITIONS

Within the scope of professional and technical qualification, work experience related to the subject matter of the tender or similar works is required, at a rate of not less than 50 percent of the promised and offered price within the scope of the contract including a fee, within the last fifteen years.

Similar works will be accepted as Group D Works or Group D Works in the annex list of the Communiqué on Similar Work Groups in Construction Works published in the Official Gazette dated 11 June 2011 and numbered 27961.

Bidding can be made as a consortium. Consortium applications have established separate criteria for the coordinating partner responsible for electrical work and the private partner responsible for construction.

PROJECT SCOPE

The construction work subject to the tender covers all electrical work for the transformer center, including material and hardware procurement, installation, wiring, testing, inspection, and commissioning. The project also includes all construction work for the transformer center.
