Call from GÜNDER regarding solar panel standards

Within the scope of the “Communiqué on Amendments to the Communiqué on Turkish Standards for Products Put into Compulsory Implementation (Communiqué No: SGM 2022/40)” published in the Official Gazette dated 5 September 2025 and numbered 33008, the Annex-1 list of the Communiqué published in the Official Gazette dated 11/5/2023 and numbered 32187 has been updated and the following standards have been put into effect:
• TS EN IEC 61215-1-1:2021 • TS EN IEC 61215-2:2021 • TS EN IEC 61730-1:2018
• TS EN IEC 61730-2:2018
According to the statement made by the GÜNDER Board of Directors, the above standards, which include safety and performance criteria for solar panels, are implemented by accredited organizations worldwide and are currently used by panel manufacturers operating in our country. In this context:
The republishing of the standards in question with the "TS" phrase alone does not create a new standard in itself; therefore, it is practically impossible for manufacturers to undergo retesting processes in such a short period as three months,
The most appropriate solution is to issue certificates received from internationally accredited organizations in a way that can be approved by the Turkish Standards Institute (TSE),
Due to technological advancements, certificates for solar panels are updated every 4-5 months; in this context, the sector will have to renew at least 40-60 documents per year, and this is impossible with the current infrastructure.
It was particularly emphasized that TSE should issue a Certificate of Conformity (CPC) based on internationally valid documents in order for domestic manufacturers to continue their activities without interruption.
GÜNDER emphasized the importance of establishing a realistic transition process in dialogue with the sector in order for the regulation in question to become applicable.
