In a statement, the governor's office stated that, based on Forest Law No. 6831 and Provincial Administration Law No. 5442, entry and exit to forests within the city limits are prohibited until September 1, 2025. The use of flammable materials such as barbecues, samovars, fireworks, and sky lanterns in the forest is also prohibited.
The statement said:
"With the increase in air temperatures in our region with the summer season, increased human and vehicle movement in forest areas, and intentional or negligent behavior, a series of measures have been taken in order to prevent forest fires that could cause serious damage to the forests of our province. In this context, in accordance with Article 74 of the Forest Law No. 6831 and Articles 9 and 66 of the Provincial Administration Law No. 5442, entry and exit to all forest areas within the borders of Şırnak province are prohibited from July 22, 2025 until September 1, 2025. In all forest areas throughout Şırnak province, picnics with barbecues, samovars, and similar flames, bringing and using fire lanterns, torches, fireworks, and similar materials that could cause fires, and lighting any kind of fire are prohibited. Taking breaks and picnicking at the edge of forests are also prohibited on roads surrounding and passing through forests. In addition, vehicles traveling on highways are prohibited from using anything that could cause a fire. It is prohibited to throw or leave materials such as cigarettes, bottles, glass, and garbage. It is prohibited to burn trees, branches, and all kinds of vegetation, including controlled fires, for 24 hours a day, starting from the specified date, for reasons such as stubble, vineyards, olive groves, and field cleaning, especially in villages/neighborhoods within the scope of Articles 31 and 32 of the Forest Law, as well as in villages/neighborhoods not connected to the forest, within the forest, adjacent to the forest, and in villages/neighborhoods not connected to the forest. Facilities and industrial establishments in the vicinity of forest areas will fully take all preventive measures against the risk of fire that may arise from any activity that may affect forest areas. Organizations responsible for the construction and maintenance of energy transmission lines will carry out the necessary maintenance of energy lines, especially in sections passing through forest areas, and will take all necessary precautions against fire risk. All municipalities will establish a protection strip around garbage collection areas located in the forest, at the edge of the forest, and adjacent to the forest, and will have the necessary construction equipment ready against fire risk. Those wishing to enter prohibited areas to feed stray animals must show their IDs, indicating where and when they will feed them. They may feed stray animals living in the forest, provided that they notify the relevant district security units and Forest Management Directorates and obtain permission. These persons are not exempt from the bans on picnicking and lighting fires in prohibited areas. The measures taken with this decision and the control and supervision of the introduced prohibitions will be carried out without interruption by general law enforcement units and forest conservation officers under the coordination of the district governorships and Şırnak Forest Management Directorate. Necessary judicial and administrative action will be taken against those who violate the prohibition decision. This decision applies to all forested areas within the borders of Şırnak province. Fire reports and all suspicious situations related to it can be made by calling the 112 Emergency Call Line. Judicial and administrative action will be taken against those who violate the decisions listed above in accordance with the provisions of Forestry Law No. 6831, the Turkish Penal Code and the Law on Misdemeanors. The provisions of these decisions are enforced by the Şırnak Governorship .
