The 4th Türkiye-Azerbaijan Energy Forum was held in Izmir

The 4th Türkiye-Azerbaijan Energy Forum was held within the scope of the Turkish Wind Energy Congress (TÜREK 2025).

“Azerbaijan and Turkey have always been responsible partners in the global energy system and have played an important role in ensuring global energy security,” said Mukhtar Babayev, President of the Azerbaijani President for Climate Affairs and President of COP29.
The 4th Türkiye-Azerbaijan Energy Forum was held within the scope of the Turkish Wind Energy Congress (TÜREK 2025) at a hotel in Izmir.
Speaking at the forum, which was also attended by Minister of Energy and Natural Resources Alparslan Bayraktar, Mukhtar Babayev, President of the Azerbaijani President responsible for climate issues and President of COP29, said that the wisdom, foresight, and correct prioritization of economic potential of the Presidents of Turkey and Azerbaijan, along with successful cooperation in the energy sector, play an important role in regional and global energy security.
Babayev stated that Türkiye and Azerbaijan are expanding their partnership in the fields of energy and climate, taking into account the risks posed by climate change and the opportunities offered by energy transformation, and noted the following:
Turkey has recently taken significant steps in climate policy. The recently adopted climate law laid the groundwork for the country's long-term goal of carbon neutrality. This law is a historic decision demonstrating Türkiye's will and determination to combat climate change. Türkiye's national climate targets also demonstrate its role as a responsible partner in global processes. The steps taken to reduce emissions, expand clean energy resources, and encourage green investments clearly demonstrate Türkiye's path to decarbonization. Both countries are aware of the opportunities created by the energy transition. Azerbaijan and Turkey have always been responsible partners in the global energy system and have played a significant role in ensuring global energy security. Both countries are currently undertaking significant projects in the field of renewable energy.
“Energy partnership is a strategic necessity”
Azerbaijani Energy Minister Parviz Shahbazov also emphasized that Türkiye's experience and support in the fields of renewable energy, energy storage systems, green hydrogen, carbon capture technologies, energy efficiency, energy market relations and regulation are of particular importance to them.
Shahbazov explained that they see Türkiye as a great ally in their goal of a clean energy future, as they have always done in all processes. He said, "A strong Azerbaijan-Turkey energy partnership is a strategic imperative because it is of great importance for both our countries, our region, and the international arena. This unity is a symbol of security and sustainable development."
Shahbazov emphasized the importance of including six main areas of cooperation on the Energy Forum's agenda, from hydrocarbons and mining to renewable energy and energy regulation. He said, "We are confident that by taking advantage of the opportunities offered by this forum, our cooperation on new projects and promising opportunities will further strengthen, accelerate the further development of our mutual relations, and bring our countries closer to their strategic goals. The Azerbaijan-Turkey energy partnership will continue to be an important guarantor of regional and global development and energy security in the future."
Following the speeches, Minister Bayraktar and his counterpart Shahbazov signed the Forum Protocol, which envisages the development of cooperation between the two countries in the field of energy.
Within the scope of the protocol, the parties will agree to strengthen and maintain cooperation and coordination in global and regional organizations and institutions operating in the field of energy.
The forum, which will operate with six working groups formed with the participation of relevant public and private sectors from Turkey and Azerbaijan, will also discuss the work put forward by the "hydrocarbon and petrochemical," "renewable energy," "electricity market, electricity distribution and transmission," "regulation," "energy efficiency," and "mining" working groups throughout the day.
